Giving tone and new directions to the practice of the profession of magistrate in Guinea, this is the creed of this product of the GLC University of Sonfonia, today at the head of the Association of Magistrates of Guinea (AMG ), one of the largest corporations in the judiciary in Guinea. Originally from Férédou, a locality located between the prefectures of Kissidougou and Kérouané, he stood out to climb the ladder and gain substantial experience in the practice of the judiciary. He has become, despite his young age, by merit and confidence, one of the great promises of Guinean justice in recent years. Determined to participate fully in the establishment of the rule of law through the influence of equitable and fairer justice, Mohamed Diawara now devotes his entire life to it. To the point of making it a Republican objective that he has felt “with pride since childhood”.
He is the author of the “Lexical Breviary for the Use of the Modern Jurist (French-English)”, highly prized by legal professionals, both French-speaking and English-speaking.
The thirty-year-old magistrate spent a good part of his rich and young career at the Court of First Instance of Kaloum. First as a justice auditor from the year 2014, then an investigating judge, and, subsequently appointed in October 2019, given his moral probity and his professionalism, magistrate in charge of processing all the files of corruption, money laundering and other economic and financial crimes. From November 18, 2019 to December 29, 2021, presiding judge of the said court with the main task of judging cases relating to corruption and similar offences, money laundering, embezzlement of public funds and cybercrime and cumulatively. From July 27 to December 29, 2021, associate judge at the permanent military court of first instance in Conakry. From October 27, 2020 to December 29, 2021, judge of the judgments on request within the jurisdiction of the court of first instance of Kaloum. From June 2, 2020 to December 29, 2021, guardianship judge within the jurisdiction of the said court. Since April 11, 2018, expert at the Law Commission of the National Assembly of the Republic of Guinea and member of the Multiparty Expert Group of Guinea at the National Agency for the Fight against Corruption and the Promotion of Good governance.
Finally, from December 29, 2021 to April 21, 2022, at the trial chamber of the Court for the Repression of Economic and Financial Offenses (CRIEF) where he officiates as a judge, before being promoted to special prosecutor at the juvenile court on April 21, 2022.
This series of positions, which was preceded by a remarkable stint as an investigating judge at the Kérouané justice of the peace (in Upper Guinea), finally erected as a Court of First Instance, notably enabled him to establish a reputation, namely “deliver justice and ensure compliance with laws and regulations”. But if the practice of this profession is subject to strong political pressures in Guinea, the President of the Association of Magistrates of Guinea is well aware of this and is working with his fellow magistrates to restore the image of a judicial elite long undermined by certain prejudices which do not honor its nobility.

A GLORIOUS STATUS AND CAREER WHICH IMPOSE RESPECT

Driven by the concern to render decisions in application of the law, but also by working in total impartiality, the former student of the Aviation High School has, over time, earned the respect of the corporation. Since March 9, 2022, he has presided over the destinies of the Association of Guinean Magistrates, which he honorably represents and everywhere abroad. We can cite among others: his participation in the 64th meeting of the International Union of Judges (UIM) in September 2022 in Tel Aviv, but also in the meeting of the African Group of the International Union of Judges (UIM) in May 2022 in Tunis. Throughout, his pride in representing his country and his passion for justice have “never left him”. “Dedicate to the Republic of Guinea in regard to which I have felt since my childhood the pride of belonging, all my strength, every breath of my life”, he underlines about his objective.
The patriotism, dynamism, professionalism, efficiency and moral integrity of this magistrate are exceptional and recognized by a large majority of actors and professionals of the Courts and Tribunals.
Mohamed Diawara is a multilingual magistrate, very comfortable in English and French.
Its advocacy for the ratification of the protocol relating to the African Charter on Human and Peoples’ Rights, and the amended protocol establishing the African Court of Justice, Human and Peoples’ Rights, formulated in terms of contribution in 2016 and 2017, is still relevant.
It marked the meetings in Accra (January 2016), Arusha (September 2016), Pretoria (October 2017) and Dakar (respectively in May, October and December 2021; April and May 2022).
Certified Expert by Expertise France in partnership with the National School of Magistracy of Paris, GIABA and OCWAR-M, this magistrate with rich and diversified skills, is one of the certified experts of the West African Sub-region in terms of investigations. economic and financial.
This winner of the Project: “Rejuvenate and Feminize the Guinean Public Administration” is certified in Administration Management by the Institute of Sciences Po Bordeaux and graduated in French Language by the International Center for Pedagogical Studies of Sèvres; and in Investigative Techniques in the area of ​​asset recovery, the fight against corruption, money laundering, the financing of Terrorism and other financial crimes respectively by Interpol Lyon and GIABA (Intergovernmental Group for Action against Money Laundering in West Africa) in partnership with UNODC (United Nations Office on Drugs and Crime).

He performed well in 2018 in Germany, in 2019 in China and the United States of America as part of the American program to combat transnational organized crime.
This great, highly enlightened magistrate needs no introduction. But to testify clearly and without passion to what he is worth and deserves, it seems normal to say a few words about this pioneer of modern Justice, a justice with transnational values, based on rigor, effectiveness, efficiency, relevance, consistency, sustainability and cost-effectiveness.
Should we remember, this dynamic young executive is the first to have fought his first battles against the bad seeds of justice in Guinea. The story is stubborn.
In September 2019, he asserted that “if it is really established that a magistrate is indelicate, we would like him to be excluded from our body”.
Is he not this courageous and enlightened magistrate who recalled in an interview, in March 2018 that we cannot succeed in reforming the justice sector with fear in our stomachs.…
This wonderful father is a discreet, humble, caring man who is attached to values ​​and to his country. His objective is to continue to deserve the great trust placed in his modest person by the people of Guinea, in whose name he renders his decisions. He is not a man to condone injustice, let alone illegality.
Never in the exercise of his functions as a magistrate both in Guinea and abroad, he failed in the honor, the delicacy or the dignity of his profession.

Through his courage, his foresight, his experience in the management of major cases and his various contributions, he has succeeded in effectively asserting himself in the legal arena, both nationally and internationally, as a man of honour. At the international level and in trade union matters, his eloquent contribution to the exchange of experiences and good practices has made him, to date, one of the emblematic figures of the new generation of magistrates who are fighting for a fairer judicial world.
His attachment to the judiciary and the judiciary, his academic and professional background, his academic training and his centers of interest sufficiently prove that Justice is his only profession.
Also, his resilient attitude in the face of the ups and downs of the exercise of the profession of Magistrate, is of particular importance in safeguarding the freedoms of men and women under the robe of magistrate.
His attachment to the search for truth, to respect for the ethics and deontology of his profession, to the independence of justice has remained manifest. Even at the cost of his position or his function, the man remained straight in his boots.
