We can already rule out Gandalf as well as all other wizards from the Tolkien Legendarium. Unless the series strayed too much from Tolkien’s works, the wizards called Istari do not come to Middle-earth until the Third Age. The series is set in the Second Age.
So could it be Sauron? It’s entirely possible that The Stranger is Sauron. He has magical abilities. He speaks little, but says “Mana Úre”, which means “Holy Heat” or “Holy Fire” in Elvish.
The Harfuss Elanor “Nori” Brandyfuss spots the Stranger as he falls from the sky like a meteor. She notices that the fire surrounding the stranger isn’t hot at all. Those who were paying close attention will now remember the scene in Morgoth’s fortress where Galadriel tells her followers that their torches no longer radiate heat here because the evil is so strong here. A strong indication that the stranger could be Sauron (or at least as evil as Morgoth and Sauron).
However, it is strange that the stranger can hardly make himself understood, but only constantly draws signs in the ground and wants to communicate with Nori through fireflies. The sign recalls the outline of what would become Mordor, where Sauron gathers his followers.
Of course we still have to wait for the consequences to come, but there are some indications that the stranger is either Sauron himself or an ally of evil.
